Low Compression

I purchased a boat with a 1999 90 hp Johnson and on one side with no 1 cylinder the compression is 120 on both and on opposite side its reading 100 on the top cylinder and 85 on the bottom, it also looks like that head has been removed and reinstalled, there silicone around edges, but none on the 120 side, will this be a major issue, boat has been sitting awhile and needs carbs cleaned

Pull the head with the low compression and see what you find.

cleaned carbs and fired engine up, now reading 115 lbs on lowest cylinder and 120 on the rest, must just needed lubricating, really cant tell for sure if heads was ever pulled, but Im getting good compression now it really dont matter anymore, thanks
