trim and tilt issues

1987 johnson 140...tilt works going up but not down.I reversed the connections at the motor and now works going down with the up button but not up.I checked the switch and it checks out okay...even the barewires do the same so switch is okay.Where to start next?

Need to check trim relays, trim switch and wiring between trim switch and relay. Should be 12 volts at small green wire at trim relay when trim switch is in down position, if does switch and wires are ok.
