When I try to start my 1998 48 Johnson, the starter doesn't engage, just spins. Is this strictly a starter motor problem, which would be an easy fix. thanks for help.

If someone has greased the starter bendix gear, that would collect debris.dirt, that would lead to binding.
However, that problem is usually due to a low battery, loose cable terminals, or tight but dirty cable connections.
Of course the starter could be bad.... test by having the good battery fully charged and use known good jumper cables to connect directly to the electric starter..
If with a good fully charged battery, the starter cranks the engine over normally with the jumper cables, then obviously the starter is okay... in which case clean and tighten the associated cables.... "all" of them.
