90 will not crank, trim/tilt will not work.

I have a 1994 90 hp V4 that will not start, click or even act like it is getting an electrical connection but all I am measuring 12.8 VDC at the starter and at the electrical strip located on the side of the motor. The motor will not raise or lower when the trim buttons are pressed. When the key is turned on the there is no indication of electrical power. I checked the only fuse that I could find on the motor checked out okay. Help.
