1990 8hp outboard

On a 1990 8hp Johnson 2 stroke with a rebuilt fuel pump and cleaned and rebuilt carb. I need to use starting fluid from a cold start. After which the OB starts and runs fine. I tightened all hoses and connections. Any suggestions?

either your choke primer is not working'
the carbs are not cleaned fully
the carbs are not synced right

You didn't list your model number but the one I looked at uses a manual choke, make sure the the choke plate is closed completely in the carb bore when you have it choked.
