idling problem

Have pontoon with 1984 johnson 70 hp that is idling very high.the linkage from throttle moves the linkage cables for forward & reverse ok but the linkage above these cables that goes to thecable that moves the linkage for the three carbs does not move when i open throttle in forward or reverse.need info please.
