9.5 outboard, is not getting fuel??

here's whats going on.....if I pour a trickle of fuel in carb, it runs , if i quit, it stalls, i have pulled carb apart, checked ports, needle valves, etc, and carb is clean internally, is there a way to check to see if fuel pump is actually pumping fuel, primer bulb fills and gets hard, but its like the fuel is not getting into carb to satisfy engine start and run??
I might try to disconnect fuel line at carb and pull recoil starter to see if fuel comes out of line, what are the thoughts here, and thanks.........

pull the fuel line off carb and see if it pups out when you turn the motor over
