1975 Arrowglass bass boat

i have a 1975 arrowglass bass boat with a 1975 70 hp johnson outboard on it and it does crank and idles a little high but when i put it in forward gear it doesnt want to throttle up to speed i dont know exactly how long it had sit up before i bought it but the person i bought it from said it run good the last time he had it out but i noticed that he had changed the remote control on it and had the cables backwards so i changed them back and it cranks and goes in gear but will not throttle up it does a little but wont open on up somebody tell me what i need to try or do to get it back to standards please you info will be most interesting
