50 hp not firing unless...

I have a 1996 50hp Johnson model j50tleds that is not getting fire to the spart plugs on 1st of the day cold start up unless i follow the following steps.

Step #1 remove the bolt that holds the black ground wire of the power pac marked with part number 585261.
Step #2 with the power pac ground wire disconnected and hanging free turn the motor over approx. 3 seconds.
Step #3 replace the ground wire to it's proper place making ground again.
Step #4 turn the motor over and it starts right up as soon as you turn the key to start possition.
And the motor starts without problem the entire remainder of the fishing day. These steps work every time without fail as the problem has been on going for some 18 or so months.
My question is do you think my power pac is bad, or do you think there is some other problem? Thanks for your help!
