Water pump renewel

I want to replace the water pump on my 1994 Johnson 70hp OB. Do I need special tools for this job and do I need to tear the housing for the prop and spindle apart? Do I empy the gearcase of it's fluid?

I might need to replace mine on a '94 90 hp model too. It dosen't have a steady stream of water coming out of the two ports. Does that mean it going out.
