Default Johnson 60 hp 1995

I bored out the cylinders (.020 oversize)and install oversized pistons. All three cylinders indicate + or - 82 pounds of pressure. This is low! The motor starts and runs very good above 1,300 rpm . What it does not do is idle well. Sometime when put into gear, the motor will die. It was suggested to mill the cylinder to increase the pressure. I have 2 questions: Will milling the head make a significant difference in the pressure? Is there any else I should try before that?
