Default 1974 Outboard stiff steering

I recently bought a 1974 Johnson 70hp, When turning the wheel I noticed steering was stiff. So I disconnected the steerling cables, that is not the issue.
When moving the motor back and forth. That is where the issue is.
Over time it got somewhat loose but still pretty tight.
I noticed that is one grease fitting near the start of the lower unit which I pumped some grease into... Is there anywhere else I should grease?
I was told by the previous owner that the old grease gets hard and this the cause. Is there anything else I can do to free the motor up besides wigggle back and forth.?
