85 120HP Johnson -Not Shutting Off

I recently bought a boat with this motor. I've got it running great, serviced the carbs changed the solenoid and starter. CDI was changed by previous owner. BUT! once it starts the only way to get it to stop is to either pull the spark plug wires off (very shocking experience) or choking it out. Please help with any ideas. I tried changing the key switch tonight and still doesn't shut it off (kill swith doesn't work either).... PLEASE HELP!!

Have you tried to pull the big red plug apart while the motor is running? The motor should run if this plug is apart. If the motor shuts down when you pull apart the plug, you either have corrosion within the plug or a broken wire between controller and motor. The key only breaks connection same as the safety line.
