1988 johnson 60 hp

i had my boat out today and enginre startts fine runs in nuetral and when put in gear it runs but does not power up to full throtle.. ive checked that its running on all cylinders and all is fine.. can anybody give me any advice on what to look for is it the carbs?????

Just went thru the same issue with my 98 50 hp. Apparently it has become stuck in "limp Mode". It is an issue with the power pack protecting the engine. The tech, manually kicked it out of limp mode and now it is running fine.

a 60 has no ecm

doe's the carb linkage open the throttle ?
