Default 9.9 has steam coming out sometimes

I have an older 9.9 that has a new head gasket and a new water pump. At times it will steam out the pee hole. Most of the time it doesn't but it will after running at a higher RPM for awhile. It doesn't have to be full throttle either. Is this normal for this engine? Other than that it starts easy and runs smooth.

sounds like air getting into the pump . were the water jackets clean ? who put the pump in ? who did the head gasket ?

Yes, the water jacket was clean. I put it all together and included a new thermostat. Head was properly torqued and it pumps really well. Plenty of water along with exhaust out of top port. Only steam now and then. I was going to pull the plugs to see if they are clean or normal.
