1996 115 HP Faststrike - Low Idle Bogging

I'm headed to my 4th mechanic in 2 years to address a bogging issue below 2000 RPMS. The motor operates smoothly through the entire RPM range in neutral, but when shifted into gear, it boggs down. If you get above 2000RPMS, it runs great. Seems to get progressively worse thoughout any given day, but the symptoms can be improved by pushing in the key/choke.

The problem seemed to start after the VRO pump was replaced in 2009. Since then, the carb bowls have been replaced, carbs have been cleaned and adjusted multiple times, new plugs, link & sync, alternate fuel source, heads resurfaced and new o-rings added after some leaking between cylinders.

Any recommendations on what to try?
