1980 115 hp johnson fire issue

I have a 1980 115 hp johnson has spark to all 4 cyl but when i put it in the water it seems to only run on 2.We put new gas,new plugs,cleaned and inspected the carbs,checked the stator and also compression every thing check out good,any thoughts.
