95 40hp johnson idle issue

My carbs are clean and recently serviced. Boat runs excellent though when idling in neutral it will hold at 1000 rpm then to 900, 800, 700 then die. It seems like it is starving for fuel. then it will crank up and run fine, just not at idle. Great forum! Thanks for any input.
