Fast Idle Lever

My fast idle lever on 1990 J70TLESB 70hp is so stiff I can barely move it. Afraid I will break something if I force it. Any suggestions on where to begin to troublshoot / fix? Thanks much...

As long as the cable is in good condition, you can remove the control boxes backing plate examine the interior components. As long as nothing is visibly broken, usually you can lubricate the components and reinstall.
