pops out of forward gear if i try and go any more then 1/4 trottle. is there an ajustment for this

Hi mate done some reading and the problem you have may very well be the clutch dog slider gear ive heard that if it becomes worn it causes it to jump out of gear .Also Google this Johnson/Evinrude 9.5 hp normal repairs 1964 - 1973 this may confirm what i have said ... hunt for part now try boats . net ormay have to go a used part hoped this solves your problem
