Default seized oil plug

i was planning on changing the lube in the lower unit. the bottom screw came right out but the upper screw will not budge. any ideas how to get it out.

The best option is an impact driver (manual). Will take it right off.

Ya just get a impact screwdriver and tap it with a hammer and it should come loose,I had to do it on mine also.There about 7.00 bucks at Harbor Freight or an auto parts store

thanks for the advice. got a impact driver today at auto zone and screw was out in seconds.
