Johnson 225 1995 OceanRunner

I have twin 1995 225 Johnson Oceanrunners. Fuel pumps of been replaced, carbs rebuilt, fuel tanks cleaned and filled w/ fresh fuel. both engines will not turn over 3000 rpm at full throttle. I recently changed props in an attempt to get more rpms,running 15 pitch and still engines will not turn over 3000 rpm. Also, I resently found evidence that both engines were submerged prior to my ownership. Could this be a stator or power pack issue???

You should start with a compression test, then start testing ignition components.
