Trouble removing lower unit and power head

I need to get access to the water pump. When I unbolt the lower unit, it won't come out - hangs up in the power head, I believe. Read that the power head needs to come off.

When I loosen the power head to allow removal of the lower unit, it hangs up on what feels like is the top of the shaft. I can't get the power head off.

How do I get the power head and lower unit off?

there is a shift shaft screw that has to come out its under the carbs
