88 hp hard starting...

Hello, I have a 22 Aquasport CCP, my left engine is hard starting (1996) I crank it cold, it will not fire, then run the tilt all the way up let the carbs drain for 15 mins. and it will start right up. I've engine tuned recently and cleaned the carbs. Anybody with a fix or solution? Thanks Kevin

Might check the choke primer is working properly.
