1995 J50JEO Spark But No Fuel

I have a 1995 50/35 Johnson recently had carb's rebuilt.Idles fine but when you give it the gas won't run.Pulled the plugs the top one does'nt look as if it's getting any gas,appears dry,but it is getting a spark.When I pull the lower plug to check for spark I get spark but also see about a 1/4 inch spark jumping from where the plug wire goes in, not at the motor but to what ever is under that.Please help want to get to the rivers.Getting frustrated at the least.Thanks

If you the where wire connects to ignition coil then would need to replace coil. Need to do a compression test and may need to clean carbs.
