6 HP Rev and fall at higher throttle...Ignition?

I just went through my new '86 6HP yesterday: carb job, cleaned out cylinders, new plugs, general adjustments. It starts and idles fine but as the rpms increase it starts to hesitate to the point that it just revs and drops almost completely off every couple of seconds...i have never pulled the fly wheel to mess with ignition...could this be the cause? Also the lean adjustment is missing its knob and i dont know how far to unscrew it (from closed) to get it in range, where i have it now seems too far out.

Try pumping primer bulb to see if runs better, try choking it to see if helps it run better.
