Default 93 Johnson Help

I have a 1993 3hp johnson motor. I can only get it to crank every once in a while. The carb is clean and has new plugs in it. The air sliencer has a big crack in it. I was wondering if that is my problem. Sometimes i have to play with the choke to crank it.

If choking it keeps it running then carb is not clean enough.
