How to adjust my Jonson trolling motor / foot pedal so it will easily go 0 degrees

My 98 trolling motor bow mounted BFL 4TPP 98. Ser # Ho2948017.
My foot pedal is not in sync with the arrow. Actually, the pedal goes left and right ok. But to steer 0/360 degrees there is no room left under pedal to move the arrow directly ahead. How and where do I adjust it ? At the head or pedal?

You would have to adjust arrow on cover, remove cover and reposition arrow.
