The motor wouldn't run at all with no spark so I replaced the power pack which I have done before. The motor starts and runs but will start to miss after a minute or so. I did not replace the plugs when I replaced the power pack but I intend to before I try the motor out again in the spring. Motor did not seem to be running hot. Any other suggestions?

I'd say start with the 3 basics of all outboard motor service:
Compression (all 4)
Spark (all 4) especially while missing.
Fuel supply.
If you are getting compression, spark and proper amount of fuel (not flooding or leaning out) - and if your timing is right - that motor has to run. Now, it may get hot, or it may spin a prop. But it has to run otherwise.
