Working on a friend’s 1978 Evinrude 175, with a two wire tilt/trim motor. Issue is when tilting the engine up or down the tilt motor will only run for a few seconds and then it stops. I can hear the relays working and current is flowing to the motor. When you let it rest for a few seconds (about 10) then I can hear a clicking noise from the tilt motor and it will then start working again for another few seconds. It takes about three of these cycles for the entire motor to go up and about three for it to go down. It sounds like there is an auto reset breaker in the motor that resets itself.

You might get more helpful answers at a local electric motor shop, one that's familiar with DC motors. But you may be right, it may be pulling too many amps and have a heat sensor protecting it? Same shop may be able to rebuild, if windings aren't fried?
Probably should stop using tilt, it will only get worse?
