What part is this? Does it affect idling

This is in my 1993 evinrude 9.9 outboard - wish I could attach the image. Anyway, its on the right side of the motor looking from the front - and its a thin shiny metal rod that comes out low and up to the side of the carb and has a few bends in it and the top is not connected to anything. I thought I had my idle adjusted recently ok but it seems to vary in its level and was wondering if this affects it. Should it be connected up high to something?

You should be able to attach a pic of the part when you reply to a post on this site.
The rod you seem to be describing may be the locking mechanism that prevents you from pull starting your motor if it is in gear? It is hard to imagine what you're describing?
Just a guess here.

Post a pic of that area of your motor in your reply.
