New battery in boat after rebuild and having started and ran one time, I can crank the motor only 4-5 revolutions before cranking slows dramatically. It seems something is not allowing the starter to get full power. The solenoid is reading 12.93volts when key is off. Any ideas where to start testing for a short?

If you're sure the battery is good and is fully charged... run good known jumper cables directly to the starter. If the problem remains the same, the starter needs reworking or replacing.
If the starter functions normally and cranks the engine as it should... then you have a voltage drop problem caused by (usually) tight but dirty terminals. If this is the case............
Remove the cable terminals, including the battery terminals, and clean them and the components they attach to, then tighten them with a wrench or pliers.

Honestly, you could be tracking that problem all over that engine, it could be one of about 40 different problems. If I were you, I would take it to a good Marina and just let them fix it. I here Dale at K-town Marine is an awesome mechanic and his operations are state of the art.
