'90 J10RELESC Carb parts question

I'm cleaning the carburetor on my 1990 9.9 Remote elec long shaft. It's very different than the carbs on my old '83 and '85. E.g., the nozzle well and the Idle Tube. What's the function of the nozzle well? And, my shop manual says to remove and DISCARD the idle tube. The tube looks fine to me; no clogs. Why should it need to be discarded and replaced? Any help appreciated.

The nozzle well keeps fuel from sloshing about.

The mention to discard the tube is due to the fact that it is usually failing, loose, deteriorating. However, the rule is "If it ain't broke, don't fix it!"
