My tilt trim on my 50hp 4 stroke does not go up. it goes down fine you can hear motor running but engine does not go up.

I retired in 1991... not familiar with your engine's design or circuitry, however:
That problem is usually due to a slow leak leading to a low fluid level, in which case... fill the reservoir with the engine in a full tilted position... repeat as needed.
Also, check that the manual release valve isn't open (or damaged).
