1994 115hp won't stay when in water.

I just bought a boat with a 1994 115 Johnson. It runs great in driveway with muffs, but I put it in the water for the first time and it will only stay running with high idle.
Any suggestions would be helpfully

1 - Remove all of the spark plugs.
2 - Take a compression test... what are the psi readings of all the individual cylinders?
3 - Test the spark of all cylinders. The spark should jump a 7/16" air gap with a strong blue lightning like flame... a real SNAP! Does it? Note that the 7/16" gap is important.
