1975 85hp runs good on hose, in water not good

Motor ran great on hose in driveway, idled fine... Now in water it acts like starving for fuel, wont go fast. Then after a while it starts spitting when full throttle applied and kicks outa gear.. Is it possible water in fuel that only shows up when motor has load on it maybe? Or is it a can o worms?

Probably needs carbs cleaned, old gas may have varnished in carbs have jets plugged up.
