I have a fairly extensive outboard collection (mostly Johnson Evinrude) and a newer motor wandered in last night ,this 1996 15hp Johnson.The previous owner said it had not been run in five years so I did a total cleanup and checkover .It had good spark ,compression ,and a decent lower unit so I proceeded to the carb .Tore it as far down as possible ,soaked and blew it out ,reset the the idle screw to the three turns the manual says and the motor will not run except by feathering the choke .Normally I'd suspect a blocked jet but I have now cleaned and reset this carb three times with the same results every time .I am going nuts ,does anyone have any ideas ?
