No Reverse Always in forward after water pump was replaced (I did not do the work)

Trying to figure out best plan after previous owner did the water pump and now I am stuck with trying to figure what he did wrong with shifting.
He said all was good. He must have never checked shifter!! Went to launch and there is no reverse and seems always in forward.
I need to see if shift shaft got turned and is backwards (could cause this symptom) if so can I turn shaft with everything assembled or is it possible something is wrong below and need to pull lower unit?
Hoping to fix while in water and not have to pull lower unit.

The shift shaft in lower unit needs to set at a specific height, they have a special tool for that but if you look at service manual it will give the measurement for your model motor.
