Throttle stiff on outboard

Good day
i have just fitted new cables to my outboard and the throttle is very stiff to operate. If i disconnect the throttle from the outboard the cable runs smoothly with no resistance at all so there is nothing wrong with cable. I have tried adjusting the cable but makes no difference.
any ideas?

That's usually something binding, connection at control box causing it to bind, cables routed with too tight a radius bend, cable connection at motor or adjustment or throttle linkage on engine binding,
