1999 Johnson 25hp idling problems

I have a 1999 25 hp johnson that will start right up and idle for a few seconds and then kick and die, if I put it in gear it will stay running, but doesn't run as smooth as it did afew days ago. It will do this no matter if the motor is hot or cold . I changed the plugs and cleaned out the fuel tank and put fresh gas in it. The model number of the motor is J25RLEEB . thanks for any help. Of course the fish are bitting and the motor wont corperate:

Probably need to remove and clean carb, probably has plugged low speed jets
