primer bulb pressure

1994 Johnson 150 ocean pro...primer bulb not holding pressure...fuel leaking out of lower carb air intake when pumping bulb... what needs to be replaced?

Sounds like that carb float is stuck open. May be trash in needle valve or seat, or the carbs need to be cleaned, and float levels checked/ readjusted.

If doing this yourself, take pics of fuel, oil, electrical, linkages, and other as-semblies, in stages, for you to remember where those things go. Also record any adjustments (air mixture screws are set from lightly-seated closed, count # of turns - record for each screw/ carb.). You do not have to remove all linkages from carbs to soak, just to separate carbs. Clean only one carb at a time, and using air compressor, blow all pas-sages, and parts clear and dry after soaking for a couple hours.

If not doing this yourself, then I guess I've written all this just for you to imagine what goes on to fix your problem.
