I took my boat out today and we turned the motor off and then tried to start it and it barely started could this be not enough cranking amps? Also were were sitting ther in the water and the motor was idling then the throttle /ignition part started to make a like buzzing noise. Any suggestions

Okay... The 1982 90hp Johnson has a warning horn that is located within the control box that sounds off if the engine starts to overheat. It will start to sound off before the engine is hot enough to do any damage, however it one continues to run it, other problems will occur such as possible head gasket failure, water entering cylinders, bolts loosing due to heat, that sort of thing.
Time to drop the lower unit to inspect the water pump assembly.
