1993 Johnson 9.9 weak spark on lower cylinder

The motor starts and idles but has little power. Spark on the top plug was much brighter than the bottom plug. We swapped the plugs and the spark on the top is still much brighter than the bottom so it is not a plug problem.

Debating on which to try 1st, coil pack or the module. This is a low hour motor that has always been stored inside the garage.

Might check compression and clean carb before changing any ignition componets to be sure it is an ignition problem.

It is an ignition problem

When one has a nice bright spark and the other has a mediocre weak spark, I don't think there is any question about the carb and compression.
